Billable time marks work you intend to charge for. A rate converts that time into an amount. Check the project, person and task rules, plus which rate applies when it changes.

Is a time tracker the same as a payroll system?

Define the handover separately. Test the export your payroll process expects and have the responsible person verify overtime, leave and approval requirements for that process.

How can I compare export options fairly?

Use the same date range and sample entries in each product. Compare the fields and formats you can obtain on your planned tier, then open the export in the receiving tool.
